不同VPS组maxW和maxH不同，导致IPU size error

SDK版本:X3J3-PlatformSDK-PL2.0-V1.7.0-20210309.tgz

问题描述：通过HB_VPS_CreateGrp创建两个VPS组，

其中一个VPS组输入maxWx maxH= 1920x1080，启用两个VPS通道，VpsChn3输出1920x1080，VpsChn4输出640x352

另一个VPS组输入maxWx maxH= 1280x720，启用两个VPS通道，VpsChn3输出1280x720，VpsChn4输出640x352

底层一直输出如下错误信息
